Transition from PPI to GI

As many of you have probably already heard, a lot is going to change around horse passports, studbook registrations and import notifications from 1 July.

We understand that this can be quite confusing. Therefore, we explain below in clear language what is changing and what this means for you as a breeder or horse owner.

What exactly is changing?

Until now, horse passports, studbooks and import notifications were arranged by so-called PPIs (Passport Issuing Bodies). Almost every breed had its own organisation or studbook that was allowed to take care of these matters.

From 1 July, this system will change completely.

The Ministry of Agriculture, Fisheries, Food Security and Nature has decided that PPIs will disappear and be replaced by so-called Authorised Bodies (GIs).

This is happening because of European regulations. The government wants more uniformity, control, reliability and less fraud with passports and import registrations.

All data must henceforth be checked more strictly within the RFO system.

Which organisations have become GI?

In the first selection round for 2026, five organisations were approved as GI:

- KNHS
- KWPN
- NRPS
- NSPS
- NWPCS

NSvT was unfortunately not selected as a GI this round. However, we will rejoin the next selection round. For this, we have to resubmit all data by October 2026. The result is expected in April 2027.

Neutral passports

Do you have a horse without a pedigree, a crossbreed or a horse without a studbook registration? Then you need a neutral passport.

These passports cannot be applied for through the NSvT from 1 July. For this, you need to go to one of the recognised GIs.

The current processing time at the RFO stands at around 8 weeks. In the initial period, this may possibly take longer as the GIs also have to get used to the new way of working.

Foals must have a passport before the age of 9 months. So apply for this on time.

Important:
From 1 July, NSvT passport consultants will no longer be allowed to chip horses for neutral passports, crossbreeds or horses without a pedigree. This may only be done through an accredited GI.

Import notifications

We will also no longer be able to process import notifications from 1 July.

Imports must now be notified directly to one of the recognised GIs.

The expected processing time for this is between 3 and 5 working days. Please take this into account when buying or importing horses from abroad.

Pedigree passports (HB1 and HB2)

Fortunately, for horses with pedigree, you can still simply contact the NSvT.

What remains the same?
- You make the birth notification via our website
- We register the pedigree
- We chip the foal at your home or at an inspection
- You can continue to apply for studbook passports for Tinker foals with pedigree

What changes?
The actual passport will now be stamped and sent by an authorised GI.

This does add extra costs. The GI will charge around €20 extra for this.

As soon as we have more information on this, we will of course inform you immediately.

In a nutshell

Through the NSvT possible:
✔ Birth notifications of Tinker foals with pedigree
✔ Pedigree registration
✔ Chipping of foals for studbook passports (HB1/HB2)
✔ Application for pedigree passports (HB1/HB2)

No longer possible through the NSvT:
✘ Neutral passports
✘ Import reports
✘ Chipping for neutral passports and crosses

We understand that these changes may raise many questions. As soon as new information is available, we will of course share it with you.
